We are partnering with a regional digital infrastructure and data centre platform in a search for a Senior Manager, Strategic Sourcing & Procurement to lead sourcing and tender activity across construction, equipment and services packages, supporting a scaling data centre portfolio across Asia.

Responsibilities

  • Contribute to the development of procurement strategy, policy and process, keeping sourcing across the portfolio fast, cost-effective and compliant.
  • Set up and maintain the KPI and reporting framework used to track the function's performance against its strategic goals.
  • Run the day-to-day administration of delegated authority levels, approval workflows and procurement controls required for governance and audit sign-off.
  • Own the end-to-end procurement and tender process, from requisition through request for proposal/quotation (RFx) issuance, bid evaluation, award and contract execution.
  • Review bid submissions and prepare award recommendations, run the evaluation process, and validate approval notes and purchase requisitions ahead of purchase order issuance.
  • Work with key internal stakeholders to set the criteria used for vendor selection and pre-qualification.
  • Lead commercial negotiations on major construction, equipment and services packages, keeping the tender process competitive, auditable and consistent with project timelines.
  • During the operational phase, coordinate with the operations team on budget planning and operating expenditure (OPEX) bidding, and with finance on contract execution and payment matters.
  • Drive year-on-year cost efficiency, applying should-cost analysis, benchmarking and total-cost-of-ownership thinking across major spend categories, and monitor savings delivered against baseline.
  • Look for scope to standardise specifications, aggregate volume and put long-term supply agreements in place across sites.
  • Build long-term partnerships with key OEMs, major contractors and service providers regionally, running scheduled business reviews that cover performance, risk and improvement actions.
  • Track supplier delivery performance, quality and adherence to contractual service-level commitments.
  • Act as the procurement subject matter expert on live and upcoming data centre development projects, partnering with design & construction (D&C), engineering, operations, legal and finance to align sourcing plans with broader project objectives.
  • Keep the procurement platform and e-Procurement tools running smoothly for requisition-to-pay activity, feeding into future system upgrades or selection decisions, and ensure procurement data, pipeline visibility and spend reporting stay current for management.
  • Keep procurement activity aligned with regulatory, Environmental, Social and Governance (ESG) and internal-control expectations across every market, manage supply chain and lead-time risk on long-lead equipment, and embed sustainability criteria into sourcing decisions.

Requirements

  • Bachelor's degree in supply chain management, engineering, business or a related field; Chartered Institute of Procurement & Supply (CIPS) or equivalent certification preferred.
  • 8+ years of end-to-end procurement experience, with at least 3 years owning a major spend category end-to-end, ideally gained within data centre, infrastructure or construction settings.
  • A track record of running high-value tenders and negotiating major contracts across construction, Mechanical, Electrical and Plumbing (MEP) equipment and services.
  • Hands-on experience running the full procurement cycle, from vendor qualification and RFP issuance through bid evaluation, legal contract review and vendor selection.
  • Experience building vendor pools for major data centre contracts, spanning general contractors, key equipment vendors including long-lead items, and quantity surveyor (QS) and project management (PM) consultants across local and global markets.
  • Working knowledge of data centre construction and engineering industry standards, and the wider project delivery process they support.
  • Has helped build out procurement policy and process, along with the governance frameworks that sit around them, starting from limited existing maturity.
  • Regional sourcing exposure across Asia, spanning markets such as Singapore, Japan, Korea, Malaysia, Taiwan and Thailand, preferred.
  • Exposure to e-Procurement or ERP platforms such as SAP, Oracle or Coupa is an advantage.
  • Strong commercial, negotiation and analytical capability, comfortable moving between fine detail and the bigger picture, with the integrity and stakeholder judgement to influence outcomes without formal authority.
