Role Overview

As a Senior / Property Officer, you will play a vital role in maintaining and enhancing the living environment of our HDB estates. You will oversee daily estate operations, manage contractor performance, enforce Town Council By-Laws, and serve as a key point of contact for residents, grassroots leaders, and community partners.

Key Responsibilities

  • Estate & Maintenance Management

    • Conduct regular ground inspections to identify building defects, safety hazards, and cleanliness issues across common property.

    • Oversee and evaluate contractor performance in conservancy, cleaning, landscaping, horticulture, and pest control services.

    • Manage preventive, corrective, and cyclical maintenance works, including obtaining quotations, issuing work orders, supervising delivery, and processing payments.

    • Execute and enforce Town Council By-Laws on estate usage, common area obstructions, and illegal dumping.

  • Resident Relations & Community Engagement

    • Respond promptly and professionally to resident feedback, enquiries, and service requests, ensuring timely resolution and callback follow-ups.

    • Conduct home visits for arrears management, identifying cases of genuine financial hardship for appropriate assistance routing.

    • Collaborate closely with Grassroots Leaders, Citizens' Consultative Committees (CCCs), and government agencies (e.g., HDB, NEA, LTA) to address community concerns.

    • Attend Member of Parliament (MP) estate walkabouts, Meet-the-People Sessions (MPS), grassroots meetings, and community events (including after-office-hours duties when required).

  • Operations & Administrative Duties

    • Respond to urgent estate incidents escalated by the Property Manager or the Essential Maintenance Services Unit (EMSU).

    • Participate in cross-audits of estate inspections and undertake special operational duties as assigned.

  • Qualifications

    • Degree or Diploma in Property Management, Real Estate, Facilities Management, Building, Civil/Structural Engineering, or related disciplines.

    • Higher NITEC / NITEC holders with relevant practical experience are welcome to apply.

  • Experience

    • Property Officer: Entry-level candidates or fresh graduates with relevant internship experience are welcome to apply. At least 1 to 2 years of relevant experience is preferred.

    • Senior Property Officer: Minimum 3 years of relevant working experience in estate management, facilities management, or building maintenance (preferably within a Town Council or public housing context).

  • Competencies & Personal Attributes

    • Excellent interpersonal and communication skills (written and spoken) to engage effectively with residents, contractors, and grassroots volunteers.

    • Strong problem-solving, negotiation, and conflict-resolution abilities.

    • Resilient, adaptable, and able to work effectively under pressure in a fast-paced environment.

    • Proactive team player who can also work independently on the ground.

    • Physically fit and willing to conduct frequent ground inspections under various weather conditions.
