Business Development Manager – Offshore & Marine Engineering

About the Role
PAPE Engineering is seeking an experienced Business Development Manager to support the continued growth of its Offshore and Marine Engineering Consultancy business.
The successful candidate will be responsible for identifying, pursuing and securing new engineering consultancy, FEED, detailed design, project management and T&I Engineering opportunities. The role will focus primarily on offshore platforms, subsea pipelines and SURF systems, marine structures, mooring systems and floating infrastructure.
The Business Development Manager will strengthen PAPE Engineering’s relationships with oil and gas operators, EPCI contractors, transportation and installation contractors, shipyards and other key industry stakeholders, primarily across Southeast Asia, while supporting opportunities in the Middle East and other strategic markets.
Key Responsibility
Business Development and Growth
Develop and implement business development strategies aligned with PAPE Engineering’s growth objectives and technical capabilities.
Develop account-specific pursuit strategies for priority clients, projects and markets.
Convert qualified opportunities into contracts and support the achievement of the Company’s revenue order-intake and profitability targets.
Identify, qualify and pursue new business opportunities across:
-Offshore platform and topside engineering
-Subsea pipeline and SURF engineering
-Subsea structures
-Mooring and single-point mooring systems
-Marine transportation and installation engineering
-Floating production, storage, LNG and power infrastructure
-FEED, detailed design, life-extension and specialist engineering studies
Client and Key Account Management
Build and maintain strong relationships with existing clients, ensuring client satisfaction, repeat business and long-term account development.
Identify and engage prospective clients, including oil and gas operators, NOCs, IOCs, EPCI contractors, transportation and installation contractors, shipyards, classification societies and project developers.
Establish and maintain relationships with senior decision-makers, technical authorities, procurement teams, project directors and commercial stakeholders.
Develop and manage key account plans, including client priorities, upcoming projects, decision-making processes, competitors and engagement strategies.
Act as a commercial point of contact during the early stages of project development and tendering.
Tendering and Commercial Management
Work closely with engineering managers, technical leads, project managers and senior management to prepare technically sound and commercially competitive proposals.
Ensure that proposed scopes, schedules, manhours estimates, exclusions, assumptions and commercial conditions are clearly defined and aligned with client requirements.
Participate in bid reviews, risk assessments, contract reviews and negotiation meetings.
Maintain proper records of proposals, commercial correspondence, client feedback and lessons learned.
Lead the end-to-end opportunity and tender process, including:
-Opportunity identification and qualification
-Client engagement and clarification
-Bid strategy development
-Coordination of technical and commercial proposals
-Pricing and commercial reviews
-Contract negotiations
-Award and contract closure
Market Intelligence and Positioning
Monitor market developments, project pipelines, client investment plans, competitor activities and emerging opportunities within the offshore, marine, subsea, LNG and energy infrastructure sectors.
Provide timely market intelligence to support management decisions, resource planning, capability development and strategic partnerships.
Identify potential local partners, technology providers, specialist consultants and complementary engineering companies where collaboration would strengthen PAPE Engineering’s offering.
Support the development of marketing materials, project references, technical capability presentations and client-specific credentials.
Market Representation
Represent PAPE Engineering at client meetings, industry conferences, exhibitions, technical forums, networking events and business-development missions.
Promote PAPE Engineering’s capabilities, project experience, technical strengths and integrated design and installation engineering expertise.
Deliver effective company presentations to both technical and executive-level audiences.
Increase PAPE Engineering’s market visibility and generate qualified leads through targeted industry engagement.
Client Qualification and Vendor Registration
Support client pre-qualification, vendor registration and approved-supplier processes with major operators, EPCI contractors and other target organisations.
Coordinate with engineering, quality, HSE, finance and corporate teams to prepare accurate and complete qualification submissions.
Maintain and expand PAPE Engineering’s approved supplier status with strategic clients.
Monitor the validity and renewal requirements of client registrations and pre-qualification records
Reporting and Performance Management
Maintain an accurate and up-to-date business development pipeline.
Use structured pipeline and forecasting tools to support management planning and decision-making.

Travel
Travel within Southeast Asia, the Middle East and other relevant markets as required for client meetings, conferences, project pursuits and business-development activities.
Experience & Education
Approximately 8–15 years of business development, sales, tendering, commercial management, project management or client relationship management within offshore, marine, subsea, oil & gas or energy engineering sectors.
Bachelor’s degree in Engineering, preferably Marine, Offshore, Naval Architecture, Mechanical, Civil, Structural or a related discipline.
An MBA, postgraduate business qualification or recognised commercial qualification would be an advantage.
Demonstrated track record of securing engineering consultancy, FEED, detailed design, project management or specialist engineering contracts.
Experience working with oil and gas operators, NOCs, IOCs, EPCI contractors, transportation and installation contractors, shipyards or classification societies.
Established professional network within the offshore, marine, subsea or energy engineering sectors, preferably across Southeast Asia and/or the Middle East.
Experience with client pre-qualification, tender portals, frame agreements and approved vendor registration processes would be advantageous.
Skills & Competencies
Strong commercial acumen and understanding of consultancy pricing, manhours-based proposals, commercial risk, contract terms and profitability.
Proven ability to develop bid strategies, coordinate multidisciplinary and/or joint proposals, coordinate with potential project subcontractors and lead commercial negotiations.
Strong relationship-building and stakeholder-management skills, with the ability to engage effectively at technical, procurement, project-management and executive levels.
Excellent written and verbal communication, presentation and negotiation skills.
Ability to understand complex technical requirements and translate them into clear commercial and client-focused solutions.
Proactive, self-motivated, target-oriented and comfortable working independently.
Strong organisational skills, with the ability to manage multiple opportunities and deadlines simultaneously.
Ability to collaborate effectively with multidisciplinary engineering, project, commercial, finance and management teams.
Willingness and ability to travel regionally and internationally as required.

Preferred Candidate Profile
The preferred candidate combines a strong technical understanding of offshore and marine engineering with a proven commercial mindset. The individual should be comfortable developing relationships from initial introduction through contract award and should be capable of representing PAPE Engineering credibly with both senior technical specialists and executive decision-makers.
