Technical Delivery Manager

Position Summary

We are seeking a technically capable delivery leader to oversee the successful execution of complex software and Industrial IoT initiatives. This role is responsible for turning business needs into reliable, secure, and scalable technology solutions while ensuring strong project control from planning through go-live.

The Technical Delivery Manager will partner with Singapore-based business stakeholders and lead the Offshore Development Centre (ODC), combining solution oversight, engineering leadership, delivery management, and quality assurance.

Core Responsibilities

Solution and Technical Direction

  • Shape the overall technical approach for enterprise applications and Industrial IoT implementations.

  • Determine suitable architectures, integration methods, platforms, technology stacks, and release approaches.

  • Validate solution designs across applications, cloud environments, APIs, databases, frontend and backend systems.

  • Ensure delivered solutions meet expectations for security, scalability, maintainability, and business value.

  • Serve as the key technical escalation point throughout the delivery lifecycle.

Delivery Planning and Execution

  • Manage the full technical delivery cycle, from project commencement to production rollout.

  • Build delivery roadmaps, implementation plans, timelines, and key milestones.

  • Monitor project commitments, delivery progress, team capacity, and implementation dependencies.

  • Anticipate technical and delivery risks early, ensuring clear ownership and corrective actions.

  • Lead sprint planning and align development priorities with the ODC and business teams.

  • Maintain complete and current delivery documentation.

Stakeholder Engagement

  • Provide clear weekly and monthly updates on delivery progress, risks, performance measures, and upcoming priorities.

  • Facilitate project review sessions with internal teams, customers, and offshore engineers.

  • Communicate changes, technical concerns, and recovery plans to the Programme Director and relevant stakeholders.

  • Prepare management dashboards, project reports, and technical updates for Steering Committee meetings.

Offshore Team Management

  • Direct the daily operations and technical output of the Offshore Development Centre.

  • Coach engineers, set technical expectations, and support their professional development.

  • Plan and assign resources across multiple initiatives to meet delivery needs.

  • Embed disciplined engineering practices, continuous improvement, and accountability within the team.

  • Participate in hiring, technical assessments, onboarding, and capability-building activities.

  • Build a collaborative, high-performing engineering environment.

Engineering Standards and Release Quality

  • Establish and uphold coding standards, design practices, and technical documentation requirements.

  • Review code, system designs, and engineering artefacts to maintain quality and consistency.

  • Oversee source-control practices, branching models, pull requests, and release processes.

  • Guide DevOps practices, CI/CD pipelines, and deployment controls.

  • Set release-quality expectations and confirm readiness before deployment.

  • Review test coverage and plans for integration, system, and user acceptance testing.

  • Coordinate issue triage, defect prioritisation, release schedules, stabilisation activities, and post-launch reviews.

  • Ensure production releases are secure, validated, and operationally stable.

Experience and Qualifications

  • Degree in Computer Science, Software Engineering, Information Technology, or a similar field.

  • Minimum 7 years of software engineering experience.

  • At least 3 years of experience leading technical teams or managing software delivery.

  • Strong background in enterprise application architecture and systems integration.

  • Demonstrated experience delivering projects through Agile or Scrum ways of working.

  • Experience managing distributed or offshore engineering teams.

  • Strong capability in delivery planning, project tracking, stakeholder management, and reporting.

  • Experience using tools such as Jira, Azure DevOps, or comparable project management platforms.

Desired Technical Background

  • Node.js, NestJS, Python, and/or Java

  • API development and microservices

  • PostgreSQL and relational database design

  • Docker, Kubernetes, CI/CD, and DevOps practices

  • Git, GitHub, or GitLab

  • Vue.js or React

  • Application architecture and systems integration

Advantageous Industry Experience

Candidates with experience in any of the following areas will be preferred:

  • Industrial IoT solutions

  • Edge computing

  • MQTT, Modbus, OPC-UA, or LoRaWAN

  • Real-time data and telemetry platforms

  • Smart building, industrial automation, or monitoring systems

  • AI-powered analytics applications

Reporting Line and Opportunity

The Technical Delivery Manager reports to the Company Director and Lead Solution Architect, partnering closely with the Business Analyst. The role provides technical and delivery oversight for the Offshore Development Centre and offers the opportunity to lead regional teams while delivering innovative enterprise software and Industrial IoT solutions.
