Position Overview
The Senior Quantity Surveyor is responsible for supporting the Contract & Commercial Manager in the commercial management of international EPC projects executed under the Singapore entity.
This role is responsible for quantity surveying, cost control, contract administration, variation management, claims management, payment administration, and final account settlement throughout the project execution phase, ensuring that the project's commercial objectives, profitability, and contractual entitlements are effectively achieved.
Key Responsibilities
1. Contract Administration
Support the project team in the administration of EPC contracts, subcontract agreements, and procurement contracts.
Review contract documents, commercial correspondence, and contractual notices.
Monitor contractual compliance and ensure obligations are fulfilled in accordance with contract requirements.
Identify contractual risks and recommend mitigation measures.
2. Cost Control
Assist in preparing and maintaining the project commercial budget.
Monitor project costs and analyze cost variances.
Support cost forecasting, including Forecast at Completion (FAC).
Perform regular analysis of project costs and profitability.
Assist in developing cost optimization initiatives.
3. Quantity Surveying & Payment Administration
Review and certify quantity measurements and payment applications.
Prepare Interim Payment Applications (IPA) for submission to the Client.
Review subcontractors' payment applications.
Monitor payment approvals and collection of project receivables.
Support project cash flow management.
4. Variation & Claims Management
Track and evaluate Variation Orders (VOs).
Assist in preparing Extension of Time (EOT) applications.
Compile supporting documentation for contractual claims.
Support the preparation and management of claims and counterclaims.
Monitor the progress of claims and settlement negotiations.
5. Subcontract Commercial Management
Review the commercial terms and conditions of subcontract agreements.
Monitor subcontract performance and contractual compliance.
Review subcontract quantity measurements and payment applications.
Assist in managing subcontract variations, claims, and commercial disputes.
Review subcontract final accounts.
6. Final Account Administration
Assist in preparing and negotiating the project Final Account.
Organize supporting commercial documentation and contract records.
Review final account valuations and settlement amounts.
Support contract close-out activities.
7. Commercial Analysis & Reporting
Prepare monthly commercial reports.
Update project cost, revenue, and profit forecasts.
Analyze project commercial performance.
Report significant commercial matters to the Contract & Commercial Manager.
8. Cross-Functional Coordination
Maintain close coordination with Project Managers, Project Controls, Procurement, Engineering, Construction, and Finance teams.
Coordinate with overseas project teams to ensure compliance with commercial management requirements.
Support major commercial negotiations and contract administration activities.
Qualifications
Bachelor's degree or above in Quantity Surveying, Construction Management, Civil Engineering, Construction Engineering, Law, or a related discipline.
Professional qualifications such as MRICS, AIQS, CIOB, or equivalent are preferred.
Experience
8–12 years of experience in contract administration and commercial management within the construction or engineering industry.
Proven experience in the commercial management of international EPC projects.
Experience in power, energy, or large-scale industrial projects is highly preferred.
Strong knowledge of FIDIC forms of contract and international contract administration.
Solid experience in quantity surveying, cost control, variation and claims management, and final account administration.
Competencies
Strong contract administration and commercial management capabilities.
Sound knowledge of quantity surveying, cost control, and profitability analysis.
Excellent commercial negotiation, communication, and stakeholder management skills.
Ability to independently manage contract variations and contractual claims.
Strong analytical skills with experience in commercial reporting and data analysis.
Proficient in Microsoft Excel and Microsoft Office applications; experience with ERP systems (e.g., SAP) or project management systems is preferred.
Able to work effectively in an international and multicultural environment.
Willingness to undertake approximately 20–30% overseas business travel.
