Master / Captain – Harbour Craft

JOB PURPOSE
Totake command and full charge of the Company’s harbour craft — ensuring safenavigation, operation and day-to-day running of the vessel within Singaporeport limits, transferring crew and delivering stores and supplies to clientvessels — in full compliance with MPA, flag-State and internationalregulations.
VESSEL & MANNING (PER MINIMUM SAFE MANNING CERTIFICATE)
1. Vessel: Onyx 001 (ex-CastLeader) — 39 GT crew utility / supply boat, St Kitts & Nevis flag, OfficialNo. SKN 1001570.
2. Minimum safe manning (2):one Master (STCW Reg. II/3) and one Officer in charge of an engineering watch(STCW Reg. III/1).
3. Radio: RestrictedOperator (VHF) for voyages up to 20 NM from shore; General Operator (VHF / HF /MF) beyond 20 NM — may be held by the Master.
4. Authorised trading area:not further than 20 NM from shore and within 30 NM of the Singapore Outer PortLimits.
KEY RESPONSIBILITIES
1. Command and safelynavigate the vessel within the authorised trading area, complying with MPAregulations, COLREGs, VTIS instructions and flag-State requirements.
2. Plan and execute dailycrew-transfer and supply / utility runs safely, efficiently and on schedule.
3. Carry out pre-departureseaworthiness checks (hull, main engines, steering, navigation lights, safetyand life-saving gear); monitor weather, tides and traffic and make sound go /no-go decisions.
4. Maintain properwatchkeeping and safe manning; supervise, brief and lead the crew on board.
5. Operate VHFradiotelephony; supervise safe berthing, mooring and the embarkation /disembarkation of personnel and stores.
6. Keep accurate records —deck log, engine running hours, fuel and water, and crew / passenger manifests.
7. Ensure life-saving andfirefighting appliances are in date and ready; conduct and record drills;enforce lifejackets / PPE; prevent and report pollution.
8. Oversee minormaintenance, bunkering and upkeep; report defects, near-misses and incidents tothe Technical Manager and assist in investigations.
QUALIFICATIONS & CERTIFICATION
1. Singapore Citizen(mandatory).
2. Certificate of Competencyas Master under STCW Reg. II/3 (ships < 500 GT, near-coastal), or anMPA-recognised equivalent for harbour craft within port limits, per the MinimumSafe Manning Certificate.
3. STCW Basic SafetyTraining (PST; Fire Prevention & Fire Fighting; Elementary First Aid;PSSR); valid seafarer medical fitness certificate.
4. Radio operatorcertificate — Restricted (VHF), or General (VHF / HF / MF) beyond 20 NM; plusany MPA harbour-craft crew licensing / endorsements required.
EXPERIENCE & ATTRIBUTES
1. Preferably 3–5 years operating harbour craft, launches or supply boats in Singapore port waters,with strong seamanship and berthing skills in congested conditions.
2. Sound safety judgement;reliable, disciplined and calm under pressure; able to lead a small crew;willing to work shifts, weekends, public holidays and on-call.
