Payroll & Compensation Administration

• Prepare and process monthly payroll accurately and on time, including overtime,allowances, claims, deductions and Annual Wage Supplement (AWS).

• Submit CPF contributions correctly and by the deadline via CPF EZPay; reconcile against payroll each month.

• Administer salary, increment and bonus cycles as directed; maintain payslips and payroll records.

3.2 Foreign Worker & Work Pass Management

• Manage the full lifecycle of EP, S-Pass and Work Permit applications, IPA issuance,renewals and cancellations via MOM / EPOL, ensuring no pass ever lapses.

• Maintain a live work-pass expiry calendar and initiate every renewal with at least 60days' lead time.

• Administer the foreign-worker levy, medical examinations, settling-in, dormitory allocation coordination, insurance and repatriation.

• Proactively identify levy-reduction opportunities (trade tests / skills upgrading) and coordinate worker upskilling to lower cost.

• Track sector quota / DRC and Man-Year Entitlement position and flag headroom or breaches early.

3.3 Statutory & Regulatory Compliance

• Ensure compliance with the Employment Act, MOM regulations, CPF Act and the Work Injury Compensation Act (WICA).

• File IRASIR8A annually and handle IR21 tax clearance for departing foreign employees.

• Maintain the WICA insurance policy and process any work-injury claims end to end.

• Complete MOM surveys and statutory submissions (e.g. NS make-up pay claims) on time.

• Keep the company continuously audit-ready for MOM and CPF inspections.

3.4 Recruitment & Onboarding

• Coordinate job postings, candidate screening and interview scheduling with hiring managers.

• Prepare offer letters, employment contracts and (where applicable) contracts for service.

• Run onboarding — documentation, orientation, access/IT setup coordination and probation tracking — and issue confirmation letters on successful probation.

3.5 Employee Relations, Records & Policy

• Maintain complete, accurate and confidential HR files and personnel records for all staff and workers.

• Own leave management (annual, medical, hospitalisation, NS, maternity / paternity,childcare).

• Handle staff HR queries and first-line grievances; escalate appropriately.

• Draft and maintain the Employee Handbook and HR policies, and obtain staff acknowledgements.

• Manage performance-review cycles and offboarding — resignations, terminations, final settlements, certificates of service and exit processes.

3.6 Safety, Training & CertificationCoordination

• Tracksite-staff certifications and safety training (e.g. BizSafe, Work-at-Height,relevant trade certs) and their renewal dates.

• Support WSH documentation, BizSafe and audit requirements from the HR and records side.

3.7 HR Administration, Office & Reporting

• Maintain attendance, timesheets and the company org chart.

• Coordinate staff medical and insurance benefits (e.g. the SATA primary-care plan) and support office and dormitory record-keeping.

• Keep HR trackers and boards (Monday / PMCE OS) accurate and current.

• Provide a weekly HR report to the Director: headcount, work-pass status, upcoming renewals, leave and any compliance flags.
