O&M Project Leadership & Claims Management
- Operational Oversight: Direct the day-to-day operations of the Depot, Eqpt Rooms, OCC and Trackside activities, ensuring full compliance with the O&M Plan and international safety standards.
- Strategic Planning: Develop and implement robust systems and Standard Operating Procedures (SOPs) , Inspection Checklists, Rule Books, Manuals and Systems to streamline maintenance workflows and minimize system downtime.
- Incident Response: Lead rapid investigations into technical failures or "trouble" incidents. Ensure root cause analysis (RCA) is conducted and corrective actions are implemented immediately.
- Technical Documentation: Oversee the preparation, gathering, and filing of all technical reports, monthly Reports, MOMs, correspondence, and digital data required for contractual compliance.
- Stakeholder Liaison: Serve as the primary point of contact for counterparts and Changi Airport Group (CAG) stakeholders to resolve service-level agreements and technical settlements.
- System Availability: Ensure the Skytrain meets or exceeds the 99.5% availability target and MKBF target.
- Response Time: Achieve MTTR (Mean Time to Repair) targets all trackside and rolling stock incidents.
- Safety Record: Zero Lost Time Injuries (LTI) and full compliance with Workplace Safety and Health (WSH) regulations.
- Budget Adherence: Manage O&M expenditures within the allocated annual operational budget.
Resource & Asset Management
- Manpower Planning: Manage the full lifecycle of human resources, including direct-indirect recruitment, scheduling of technical shifts, and supervising subcontractors and outsourced vendors.
- Supply Chain & Procurement: Forecast and manage the procurement of specialized tools, critical spare parts, and consumables.
- Inventory Control: Maintain an optimized inventory system to ensure 100% availability of parts for both scheduled maintenance, Overhaul and emergency repairs.
People Management & Development
- Leadership: Foster a culture of safety and technical excellence. Set clear performance benchmarks for the O&M team.
- Performance Management: Conduct regular performance evaluations, identifying skill gaps and coordinating necessary technical training or certifications.
- Conflict Resolution: Act as the final escalation point for internal team grievances or site-level disputes.
