We are looking for a Senior Executive/Engineer – Learning & Development / Competency Management (Engineering Capability) in the HR (L&D Department) to support Talent Development and workforce capability initiatives for engineering and technical teams across the organisation.

This role focuses on analysing engineering competency frameworks, identifying skills gaps among technical employees, and recommending appropriate training, certification, and development programs to strengthen workforce capabilities.

Working closely with Engineering leaders, HR/L&D, and Talent Acquisition, the role will support capabilityplanning to ensure employees remain equipped with the skills required for evolving technologies, business needs, and future projects.

Key Responsibilities

Competency Framework & Skills Analysis

  • Analyse and maintain competency frameworks for engineering and technical roles.
  • Develop and maintain competency matrices, skills taxonomies, and proficiency levels across technical disciplines.
  • Define behavioural and technical indicators for competency levels and support assessment standards.

Skills Gap Analysis & Workforce Capability

  • Conduct capability assessments to understand existing workforce skills.
  • Identify skill gaps across engineering teams and recommend development solutions.
  • Develop capability heatmaps and workforce readiness insights to support workforce planning.

Learning & Talent Development

  • Recommend training programs, certifications, and development initiatives to address competency gaps.
  • Map competency frameworks to structured learning pathways including courses, mentoring, and professional certifications.
  • Work with internal stakeholders and external training providers to implement learning initiatives.

Stakeholder Collaboration

  • Partner with Engineering leaders, HR teams, and program managers to support capability development strategies.
  • Support workshops and discussions to align competency frameworks with organisational needs.

Governance & Continuous Improvement

  • Maintain competency documentation and standards.
  • Support governance processes for competency frameworks and capability development initiatives.
  • Monitor training effectiveness and continuous improvement of development programs.

Tools & Reporting

  • Support administration of competency management and learning platforms.
  • Analyse workforce capability data and prepare reports or dashboards to support decision making.

Requirements

  • Bachelor’s degree in Human Resources, Business, Learning & Development, or related field.
  • Experience in Learning & Development, Talent Development, HR training, or workforce capability roles.
  • Experience working with competency frameworks, skills mapping, or training needs analysis is preferred.
  • Strong analytical skills with the ability to identify skills gaps and recommend development solutions
  • Good stakeholder management and communication skills.
  • Experience supporting technical or engineering teams.
  • Singaporeans Only.

Preferred Qualifications

  • Experience in technical training or competency-based learning programs.
  • Exposure to workforce capability planning or skills development initiatives.
  • Certifications such as ACTA (Advanced Certificate in Training & Assessment) or ACLP (AdvancedCertificate in Learning & Performance) will be advantageous.

Tools & Systems

  • Microsoft Excel / Google Sheets (data analysis and reporting)
  • Power BI or Tableau for reporting and dashboards
  • Learning or Competency Management Systems (CMS)
  • SharePoint / Microsoft Teams
