MANAGER, TALENT MANAGEMENT | HEALTHCARE SERVICES PROVIDER | 2-YEAR CONTRACT | SINGAPORE

Our Client is an established healthcare services provider with a meaningful role in Singapore’s community care sector. Bringing together a range of care services across multiple locations, the organisation is committed to improving the lives of its patients and supporting the people who deliver that care.

Our Client is seeking a Manager, Talent Management to lead its organisation-wide performance management, learning and development, and talent development agenda. Reporting to the Head of Human Resources and leading a team of three, you will work alongside other HR functional leads to strengthen organisational capabilities, develop future leaders and support a positive and accountable workplace culture. This position is offered on a two-year contract.

You will oversee the annual performance review cycle and drive improvements to the organisation’s performance management framework. Working closely with leaders and people managers, you will support effective performance conversations, guide the management of Performance Improvement Plans and provide practical advice on employee relations matters, including disciplinary and grievance cases. The role calls for sound judgement, sensitivity and the confidence to navigate challenging conversations with different stakeholders.

Across learning and talent development, you will partner with leaders to identify capability gaps and translate these into structured development priorities. Your remit will include leadership development, talent reviews, succession planning and the development of high-potential employees, alongside oversight of the organisation’s management associate programme for both external recruits and internal talent, as well as scholarship matters.

You will also shape career development pathways, competency frameworks, coaching and mentoring initiatives. A key priority will be embedding Individual Development Plans that connect employees’ career aspirations with organisational needs, address competency gaps and prepare identified talent for current and future responsibilities.

Beyond the talent portfolio, you will deputise for and support the Head of Human Resources on broader HR matters. This includes reviewing policies, leading policy discussions, analysing workforce data and translating findings into clear recommendations, concept papers and proposals for management and Board approval. You will also help monitor departmental performance, drive HR transformation initiatives and ensure that key projects progress against agreed timelines.

This is an opportunity for an experienced HR professional who enjoys combining strategic thinking with hands-on delivery. With responsibility spanning talent development, performance management, employee relations and policy, you will have the opportunity to influence both the organisation’s people practices and the development of its future workforce within a sector with a clear social purpose.

We are particularly interested in professionals with at least six years of relevant HR experience, including supervisory responsibilities, and a degree in Human Resource Management or a related discipline, or an equivalent qualification. Experience within healthcare or community care would be an advantage, and we also welcome candidates from government agencies, statutory boards, government-linked organisations and other structured environments who bring relevant experience in talent development, employee relations and HR policy.

Candidates should demonstrate strong stakeholder management skills, analytical ability and written communication, including the ability to develop well-reasoned papers for senior decision-makers. You should be comfortable leading a team, coaching managers, managing competing priorities and working independently, with the judgement and initiative to translate policy and development priorities into practical action.
